GOELRO (abridged from State Commission for Electrification of Russia) – was a body established in 1917 with the objective of developing the electrification of Russia after the revolution. GOELRO's mission was not only to develop the power sector but also the entire economy. Even though GOELRO planned to increased electricity output 4.5 times from 1913 to 1932, in fact in 1932 the electricity output had increased 7 times (from 2 to 13.5 bln kWh).Source: Wikipedia

BIO David Herne has managed private equity and traded security investments in Russia since 1996. Since 2003, he has specialised in the power utility sector with Halcyon Advisors, the leading specialised fund manager in Russia and the pre-courser to SPRING. Halcyon Power Investment Company is among the best performing funds in Russia and the world since its launch in 2004. Prior to Halcyon Advisors, David was director of the Moscow office of Brunswick Capital Management, head of the Moscow office of Unifund, partner of Pharos Funds and vice president of Credit Suisse First Boston in Russia. Mr. Herne has served on the Boards of Directors of companies including Aeroflot, Unified Energy Systems, Federal Grid Company, RusHydro and others. David holds a BA from Harvard University.
